Joel Patton
Joel Patton joined Capitol Counsel, LLC as a principal in the Federal Procurement practice, bringing with him extensive experience in both the federal government and the private sector. His knowledge of federal procurement, business development, and sales, from his work as both a government insider and as a successful government supplier, provides the firm and its clients a significant resource.
Mr. Patton’s government experience spans 15 years beginning as a Research Scientist, then as a Laboratory Director, and finally as one of the pioneers of public-private partnerships inside the Pentagon. During his time in the government, Mr. Patton worked with lead system integrators to develop broad cost-effective government procurement programs for the Department of Defense. For the Office of Secretary of Defense, he authored several government reports concerning technology investment, outsourcing, and government reform. Finally, he participated in negotiating international agreements for key European and Asia allies for technology exchanges.
Mr. Patton’s business experience ranges from creating start-up companies targeting the federal market to routinely working with major corporations in the area of federal government acquisition strategies. Mr. Patton specializes in developing federal market sales strategies for products, services, and technology.
Mr. Patton has a B.S. and M.S. in Engineering from Pennsylvania State University. He has attended classes at Harvard’s Business School, University of Pennsylvania’s Wharton Business School and the Georgetown University’s Government Affairs Institute. Mr. Patton is currently an adjunct professor at George Washington University in the Department of Systems Engineering and Management.
