Allegra Han is a principal with Capitol Counsel LLC. Before joining the firm, Han served on the government affairs and election law teams at Covington & Burling LLP. During her 11 year tenure at Covington, Han assisted clients in preparing and executing legislative strategies. Her activities included extensive legislative research, creating briefing materials, generating hearing and markup memoranda, preparing witnesses, monitoring floor debates, developing lobbying strategies, and engaging in advocacy representation. She coordinated numerous client coalitions’ legislative efforts on issues ranging from patent reform, renewable energy, telecommunications, gambling, sports antitrust, taxation and homeland security.
Between 2009 and 2014 Han managed Covington & Burling’s political action committee. She drew upon this experience to advise clients on campaign finance reporting requirements and help them formulate PAC strategies. She also advised clients on lobbying reporting requirements.
Prior to Covington, Han worked at The Legislative Strategies Group, a government relations firm. She mainly assisted clients on legislative and regulatory issues affecting public lands access and on professional sports interests.
Han received a B.A. in political science from Principia College in Elsah, Illinois. After graduating, she spent two years in Denmark where she helped organize European Commission-sponsored programs regarding Danish political institutions and the European Union. She worked closely with international delegations of civil servants and educators at program venues throughout Europe.
