He brings to the firm over 10 years of political, legislative, and policy experience related to the Department of Defense Base Realignment and Closure (BRAC) Act, defense-wide privatization initiatives, and energy renewable programs. His expertise includes the policies, processes, and issues related to this DOD legislation. Additional experience includes active base retention strategies, military housing and utilities privatization initiatives, and an array of other Pentagon-wide privatization efforts and public/private partnerships within the federal agencies.

Mr. Marken has extensive experience working on strategic planning at the local, state, and federal levels with entities responsible for the redevelopment of military installations associated with BRAC legislation. These initiatives include ongoing strategic planning and implementation for the complex real estate issues associated with former federal facilities which support defense-related initiatives. He also assists the private sector development teams in planning and acquisition strategies for these specific sites and other federal properties. Before working with The Washington Group, Mr. Marken was Vice President of the Military Installations section of ML Strategies LLC, a government relations firm at Mintz, Levin, Cohn, Glovsky, and Popeo, P.C., in Boston. He managed various aspects of military installation issues related to retention, redevelopment, and privatization for his clients at numerous military installations which included Fort Ord in California, Charleston Shipyard in South Carolina, and South Weymouth Naval Air Station in Massachusetts.
